SHORT HISTORY OF CACFO The China Association of Chief Financial Officers was founded on May 26th, 1990. On that day, Anshan Iron and Steel Corporation, Yanshan Petrochemical Company, the Second Automobile Factory, the Ministry of Railways, the then Ministry of Commerce and the Shanghai Research Institute of General Accountants as the initiators, under the guidance of the Ministry of Finance and the China Society of Accounting, together with more than 30 enterprises of extra large size, convened the inaugural meeting of the Research Institute of General Accountants in Anshan. Mr. Zhu Dehui, the then General Accountant of Anshan Iron and Steel Corporation was elected as the
1st President. On Oct. 10th, 1995, agreed by the Ministry of Finance and registered by the Ministry of Civil Affairs, the name of the Association was changed to the China Association of Chief Financial Officers (CACFO). CACFO is a non-profit national organization. Its principal members are group members and unit members. Nearly all of the extra large and large-sized enterprises over the country are unit members of CACFO. On Dec. 4th, 1994, the Second Session of the National Members' Congress was convened by the Research Institute of General Accountants. Mr. Zhu Dehui was reelected as the President in the Congress. On Nov. 28th, 2002, at the Third Session of the National Members' Congress of CACFO, Mr. Zhang Youcai, member of the Standing Committee of the National People's Congress and Vice Chairman of the Financial and Economic Committee of NPC, and Retired Vice Minister of Ministry of Finance, was elected as the President of the Third Board of CACFO. On December 16, 2007, at the Fourth Session of the National Member’s Congress of CACFO, Mr. Liu Changkun, Former Assistant Finance Minister and also Former Chairman of Supervisory Board of large Size State-Owned Enterprises was elected as the President of the Fourth Board of CACFO. Mr. Dong Feng was elected as the Executive Vice President. Mr. Hu Baizhi and the other 19 members who were influential in the financial practice were elected as the Vice Presidents. Mr. Hu was also elected as the Secretary General of CACFO. At the Fourth National Congress, CACFO was committed to build the CFO system and mechanism with the Chinese characteristics; realize the goal of “home” of CFOs and “bridge” of communication between CFOs and the government, the society; enhance the construction of CACFO itself as well as the CFO profession.
